What is cpanel can someone explain what it does?

Themes can be added to it, as long as you have root access to the cPanel server.

cpanel is used for webhosting, its used by most large webhosts and had great featurs for ease of use

you cna customize the look of it but i am unsure if there are actual themes out there for it
