How does one get reputation?

Something that's often abused because it has so many flaws.

Then why don't people fix the flaws? if it is often abused.

You get reputation when someone believe you are worth a reputation. For example you made me a good design so i am gonna give you positive rep because I want to spread the word that your good. If someone is not happy with your work and wants to take it to the next level he will negative rep you.

What about the gray one "Neutral". So if someone gave me a neutral one someone doesn't like/hate me?
