What is the best gamemode choice?

I need an idea for what people are mostly looking these days, and what it's worth creating.

There are major issues with creating HCF Servers since there are so many competitors such as Arcane, VeltPVP etc. Which takes away a big part of a server playerbase every single sotw, of course, people these days are looking for a Hardcore Experience rather than getting loaded in just 3 hours.

So, I want to see everyone's opinions about the gamemodes that you see in minecraft.

Easier said than doing it.
I have large ideas for that are mixed. However, even with unique stuff, It will be a problem.
People tend to go to servers with a larger pb.
