2. There is sooo much customization you can do pretty much everything with it, you can download both free and premium resources from their website that do a whole bunch of things.
3. Yes you need a server to run it on, unlike Enjiin the hosting is not included in the price.
This whole website is ran off of XenForo. It's categorized as a forum software; however, other pages can be implemented into it. All you would need to run it is web hosting. You can read more about it on their website: https://xenforo.com/
I just barely started using xenForo a few days ago, currently still learning how to use it and process the setups.
So far, i'm loving it. It's an amazing and flexible forum software.
If you hire a developer, you can easily have custom vote pages and more.
If you download the correct addons, yes you may have "Home" and so on, one of the addons being "xenPorta" which is a news page.
You will need to purchase the xenForo license & a monthly VPS.
