What Jar file is the Best

Hey McM,
I am starting a Skyblock server and i was wondering what Jar to use that is free and allows 1.8 - the newest version

For the server jar I normally use PaperSpigot with ViaVersion.

I would use 1.8 and then get ViaVersion so that you can let newer players join...

But I am talking about paper spigot taco spigot or something else
