What plugin can do this? (UHCF)

Hey, do you guys know a plugin that can do the following?:
- Claim an area as spawn and make PvP and breaking blocks disabled within spawn (or whatever the claimed area may be).
- Create mines within this claimed spawn and let the mines automatically reset after a period of time.
- Make a donator mine within spawn that only players with a rank/permission can enter.
