AdvancedBan is the best punishments plugin if you're looking for a free option, it has a load of configurability and simple to use and easy to understand for your staff members.
LiteBans is the best plugin but it is premium, most large servers use LiteBans as it's the most stable well rounded plugin.

As both people above have suggested, LiteBans is the best and most stable, but is a paid plugin. I would strongly recommend buying it if you are interested on also having a live ban dashboard, like this: https://elementalfalls.net/bans
I prefer to watch my users every move and laugh at the ants that they are mwhahahaahahahahahah!!!!!! No but really, I used to use a paid plugin when I ran my own server, but I would have to say if you don't want to take any compromises your going to have to drop money on a plugin.
