What version for Factions?

What version would you recommend opening a Factions server on?
Have past experience running servers up to 1.8 but stopped a few years back. It seems most players play on the latest version but I'm aware of ViaVersion and other tools for version compatibility. Any other server I'd open on latest version, Skyblock, Survival, etc. but I'm mainly inquiring about Factions due to PVP mechanics and I'd just like to know benefits of running this gamemode on the latest version or 1.8.

1.8, there are forks of spigot as well such as paper, taco etc

1.8.9 or below, anything above that and the PvP side of it starts to get ruined. Also, a ton of the quality faction plugins is made for versions below 1.8.9
