What version is best for MC server?

As the title states, what version should a server base on? 1.8-1.13? or 1.12-1.13?

Definitely not 1.13, far too buggy as from what I heard, for factions definitely use 1.8.8 (maybe with viaversion to only 1.12.2) or for creative, 1.12.

it All depends on the server type although I do not recommend 1.13+

1.8 probably the most common used version

1.8.8 is the best version. After that MC went to shit.
Most people still use 1.8.8. So just run 1.8.8 and use ViaVersion to let all players join.
Plus 1.8.8 is the most supported version of minecraft.
