What version is best?

so im making a minecraft network and i didnt know if to make it 1.7 or 1.8? 1.8 is basically also alot of plugins updated to now. which should i use?

1.7 With 1.8 Compatibility if you going for a PvP Server.

That is true, though the developer of the plugin is not gonna downgrade the plugin.

I'd go 1.8 & install ViaVersion, meaning 1.8/1.9/1.10 support.
