When can I give reputation?

Hi,
I can't yet give reputation to people, it simply says that I cant view the page whenever I click add reputation. I feel kinda bad as people are nice to me and do good deals, so I should rep them.
How much rep do I need, or how long do I need to have my account before I can +rep someone?
Or am I doing something wrong?
