Look into some of the custom spigots on here. If you don't want to go that route, there are plugins that do what you're asking. I'd recommend getting a custom spigot. GL.

Personally, i use a voucher plugin for potions. I have all the vouchers as potions and when you click a potion (voucher) it gives you the effect instantly.
