Where do i report potential scams?

Write something on his profile page / threads warning other players?

If you have enough proof, or its obvious that the user was trying to scam, then yes, I believe that he "Could" get banned.
Not sure though as McM has been going through some big changes recently...

Make a scam report against him and show all the evidence you have. People have been banned for 'attemped scam' before. This person also happens to be an active member on the competitor forum many users are exit scamming to go to, so he's probably trying to exit scam as well.

I have, two people have already tried to scam me. I reported both. Were they did end up scamming you doesn't matter they attempted you and still should be banned from the website.

The only reason why reporting an attempted scam wouldn't work is because you may not have enough proof that they tried to scam you. Otherwise, just make a scam report.
