Which Perms plugin?

Hi everyone. My skyblock prison developing is coming to an end and its time for me to start setting up groups. I need a permissions plugin which can work with a rank up system and normal permissions.

The rankup system does not add any tags to the user just add more perms to him.
for example

I have heard good things about LuckyPerms and Zperms? Anyone can give me more of a reason on what to use?
