Not sure why it's so expensive, but I do find that Gandi.net sells them for $260 and renews at the same cost.
It is strange to me that a place like Yemen could have a more valuable TLD than a place like the United States (.us going for as cheap as $1.00 for first year) with (I'd assume) far less demand.
Because it's the country TLD for Yemen, and they set the prices. Each .** is set by their respective country. Some countries choose to not even sell domains.
