Why can't I access loans and investments?

There are some specific requirements for it.
Nobody really knows what they are but it's pretty much based on activity, rep and other factors.
All you can do is wait till you eventually get access to the section.

MCM put in place undisclosed requirements to gain access to the section. It was made to prevent scammers from using that section easily. (can’t just make a new account and gain access to the section)

This requirements, however, haven’t worked as well as MCM had wanted, and now the section is being removed.

The requirements aren't based on join date, but based on your reputation and message count. (That’s what I was told at least)

Pretty much, just be an active member and you’ll gain access.
