There should be CAPTCHA on sign up. Or at least, sometimes, depending on various factors. There's also cloudflare for extremely odd activity.
But the point of the spam protection is so that, for example, the XenForo bots that like parading around, advertising creams, ointments, alternative medicine, etc., don't get the chance to spam the forum in the typical way. It's also used for the protection of other users, for example, as users who sign up and straight away start posting links and other media can't typically be trusted for various reasons. These are just two examples, and while a post count restriction isn't perfect, it gets the job done and it's not hard for regular people to meet that requirement (it generally doesn't impede on a user's experience).
