Why I can't give Reputation?

So I can't find the right place to port this thread so I publish it here. XD

Okay the big question is.. Why I can't give reputation to anyone?
I'm I new in this forum? XD

Can you post a screenshot of what you see when you go to the reputation page of a user? (Try and use gyazo as my school's wifi blocks all other screenshot sites).

I'm sorry but I can use only LightShot/Prnt.sc

You must wait a specific amount of months to be able to add reputation to others.
