Just as a preface, I've never heard of this issue before, but I'll try to assist you the best I can ^^;
source(s): i've had flickering issues when moving, but not placing/mining blocks.

Can you provide a gif, or something of the sort so I can further understand what you mean? (A picture might work too!)

My best assumption is that this is a graphics/video card related issue. There's a lot of things that could be causing this, from your GPU not being able to handle any shader packs, to a modification made to the game, and more. What you've stated is very vague, so if you could give me just a bit more information, that'd be nice:
1. Are you using Forge? If so, what modifications are you using?
2. Is Optifine installed? If so, are you using any shader packs?
3. Are your graphics drivers up to date? Are you using an integrated GPU or a dedicated GPU?
4. How much RAM is allocated to Minecraft?
5. When was the last time you installed Minecraft?

This used to happen to me to. Not sure if this is for other graphics cards, but if you're using a nvidia card go into your nvidia control panel and disable Threaded Optimization.
