Why is this happening?

This means, "Sorry, we couldn't complete your payment at the moment" it's been like 1 day and it's annoying, if you got a fix for this just answer this thread.

I think your PayPal isnt verified
it happened to me (on 2 accounts) that the most I could send was $9.99
not even 1c above
that might be why and you cant really fix that, however you can fully refund your friend and tell him to buy you the rank.

It happens but then it disappears, id recommend waiting another 1-2 days and see.

It's just PayPal's security system. All you have to do is go here. https://www.paypal.com/us/selfhelp/contact/call If you see a button that says login. Log in to your PayPal and you should get a 6 digit code. Call PayPal and enter in that 6 digit when It ask you to. Talk to a representative and explain your problem. "My PayPal won't let me send money. I keep getting this error. It say ...". They're going to tell you the problem. The problem is PayPal's security system has basically flagged the transaction for a couple of reasons that might have been suspicious and alerted the system so you have to call PayPal and have them remove the flag so you can send the money. They're going to ask you a couple of questions like your mailing address, name, and other stuff to verify it's you then they'll remove the flag so you'll be able to send the money. This happens to me and the nice people at PayPal fixes the problem with just one simple call. I do it every time so I know it works. It has nothing to do with having a verified account.
