make it so the op can rate ONE comment (exluding his own) with the "winner" reaction.

there is a "enter giveaway" button for giveaways and that automatically chooses the winner

This would require custom development which we simply can't justify. If you would like to say who the winner is, posting a reply to the thread explaining who it is would be far better for users to be able to see who won rather than having to look through all the pages for the one reaction.
