The only real way of blocking someone from downloading your world is by not sending them your world. Stop the chunk packets from being sent. All players will see is the "void," but hey at least you'll be protected.

There is another plugin I learned of, it doesn't block it just kicks whoever comes online with a mod like WDL or schematica installed.

Extremely easy to bypass all you have to change is the mod name sent to the server, I have done this before for macro mods

I might know a way to 'block' these world downloaders. What if you enable spigots anti-xray and make it so that it replaces all the blocks you can't see with TNT and redstone blocks? That way when people download it and open the world, it just blows up. Obviously people can edit the world but it would probably look weird since there would be holes underground etc.

No, the TNT doesn't actually exist, the server just sends fake blockupdates to the player.
