World Generating Modifier Plugin

Hello everyone!
I am looking for a quote on how much a simple ish plugin would cost and if anyone can make it for me, I've asked a few people and they said that it is either very hard to do or quite easy.

So i basically need the world to generate chunks whereby dirt and grass are replaced with red sand and stone is replaced with red sandstone, and i need this to be in a plains biome with no trees nor shrubs, Ravines and caves however are needed.

Im not sure how hard this would be to code as i am very new the development and i just want to get a quote on what this would cost.

P.S it would be nice if the red sand and red sandstone would be able to be changed to other blocks as well for other possible worlds/servers.

You don't need a plugin for this, simply just generate the world you want, then use MCEDIT and do the replacing yourself.

You can use MCEDIT to modify the entire map at once. Each charge might take like 30 minutes if you don't have a good computer tho.
