World with flat bedrock and no spawners.

How would I go about generating a world with flat bedrock and spawner generation disabled? Feels like a bit of a nooby question but nothing I try is working.

I think you can use this seed in ~1.8.9. No guarantees though.

3;minecraft:bedrock;1;
