Just use an odd number for the border size :) So to get a 10k x 10k border you'd do /worldborder set 20001
When centering your world border do /worldborder center 0.0 0.0 and then when setting the border itself, add a decimal value like so, say our border is 5k x 5k do /worldborder set 10000.0 (it may be off by the chunk but not blocks) this can be fixed by using /worldborder set 10016.0 (a chunk is 16x16 so just common sense on that part). Reasoning behind the decimals after your values for your border is due to the fact that default worldborder values are calculated to half blocks meaning .5 off :) Hope this helps and I tried to explain my best it is 3am lmao so if you need any other help PM me!
I did /wb center 0.0 0.0 then did /wb set 20000.0, and it worked but now I can place blocks outside the border...
