Would flat bedrock be a good idea for OP factions

Hi guys, just curious, would flat bedrock be a good idea for OP factions?
it would be easier for mining and for players to make bases.

What are the cons?

Only con I can think of is you'll have to spend more time making the map, because you can't just launch your server and use that world. But really it isn't that hard, it's a good idea all around.

Flat bedrock is always a good option op factions or regular factions. Literally no cons about it.
