I've done some testing and it only seems to happen when I use colors/sizes/underlining.
I thought I was banned when I first saw this.

I was able to successfully send the message after removing all the formatting (underlining, coloring, text size).

That error only happens to me when I turn on my VPN.

I'm currently not on a VPN, I have a dynamic IP though.

That's why. You'll get that error when your IP changes.

My IP changes only when my router restarts.

one thing thats possible is that you are currently on an IP that is for whatever reason blocked by MCmarket. You know, the whole ipv4 shortage thing, meaning multiple people have the same iP.

However, bebosny said specifically the other day that there are no Ipbans for the above reason. And I have no idea why it would show up only when pming someone. I assume it happens for trying to PM anyone at all?

Must be a bug, as he stated its a Dynamic Router. Meaning changes his IP when he restarts his router. Normally I have a Static router. But honestly not a good idea as if I was getting ddosd I would have to wait until the attack is over. Or manually change it in the computer (Which is a hassle) or contact my ISP, but either way. Try restarting your Dynamic router again. Restart your computer. And relog on mc market.

I've tried everything but simply cannot use underlining, color and/or larger text in private messages.
Everywhere else is fine.

I believe it happened in the past when typing long messages, such as the one in the background of your screenshot, which was fixed months ago if I'm not mistaken, or using select trigger words as Deep said, such as "gun, kill, etc" which may have it think that you are typing up a threat message.

I was actually typing a very long message, but once I removed the underlining, colors and text size it fixed itself.

I believe it's to due with CloudFlare and some sort of spam/hacker protection.
Try removing any non-alphanumeric characters, otherwise just paste on Pastebin and add it as media like so:
