So you wait until the government hates you to take it down...? I don't think that's how it works. They get the website's ip address then contact the host directly and not a reseller.

As the "best" would be 100% based on opinion, everyone posting here is simply marketing their own service even if it's the worst ever, I recommend https://www.psychz.net/index.html if you're not on a budget. If you have a MC server, you can host it on the same node as your website and a TS3, CSGO, mumble, bungeecord, more servers, etc.
