A web hosting is preferred as it will easier the work if you don't have knowledge on how to handle the VPS yourself.

Start with Shared hosting as you build your community, eventually move up to a VPS but to start off you should go with Shared hosting

i would suggest nameless is free forum software include portal news etc for hosting i would go about 1$ not more
