[XenForo] How to make only one thread visible

Hello,

I am new to xenforo and I need to make a staff application form.
I want members to see only the thread which describes the format and requirements and the threads they posted.

I played with xenforo permissions a bit, but all I got to is people only seeing their own thread and not seeing the format.

Offering $3 since this should be quite easy thing to do.
