Hey so I want to purchase these tags:

And use them on my Xenforo website.

However, I don't know how to setup them up, or if its even possible?

It is. If you don't know html and css, you'll need a web developer to set them up for ya. Pretty simple task and if they charge, at most $15. You got quite a bit so will take some time which makes the expected price above $10. I can't as I'm busy with my clients but that's what you're looking at for pricing. Above $20 seems like an overprice to me so be weary for those prices.
