First off, you should know how Xenforo works.
When you purchase your license you are gaining access to a download to the setup files (everyone has the same files), the files are not the reason to purchase a license, purchasing a license also gets you access to support and updates.
You can find xenforo files anywhere, you can even use unlicensed files, they are still the same, they dont shut down your site if you are unlicensed, they just stop giving you access to support on the xenforo forums along with resource downloads from there.
I could setup xenforo (just the xenforo files, no themes or addons) for you, I would only charge $5.
