I am starting to exchange Bitcoin for PayPal, all transactions under $40 are just required to pay a $5 fee, and all transactions between $40-100 is 1:1.07 -> 1.15 (depending on price) transactions over 100 USD are at a custom rate probably around 1:1.05

No as Bitcoin is a unreversable currency, where as paypal isn't so there is always more risk for me.
