I mean how would anyone know you are australian. What if I am english and get good ping. Am I supose to label title (sorry but australian people only)

If you mean your living over there in Britain, there is clearly going to be a time difference and most likely a ping difference considering its half way across the world? He probably just wants to maintain a server for Australians and wants to target them the most.

australian youtubers are legit the biggest pain in the ass to find. I would recommend contacting them directly, most have business emails under their about page on youtube.

Just search up australian minecraft and you should find some.
