Multi-Language Support + Restart Bug

Added support for other languages by changing the language file encoding to UTF-8.
To update the file, remove the one on your server and let the plugin regenerate a new one, it will use the new encoding.

Fixed the issue where machines would be lost upon restart, I had a hard time getting it to happen myself but I did get it fixed.

If you are interested, DM me ur server IP and I'll come to check it out, if I like how the slots are implemented I'll add it to the resource front page too.
