Added Ranked Queues (/queue <ranked|unranked> [kit])

Added a new command /requeue, which queues the player with their last selected kit.
Added a new command /rematch, which duels the player they last fought.
Added a new command /duels list, which displays all currently active duel sessions.
Each individual plugin hook can now be enabled or disabled through the configuration file.
Implemented a packet-based world border system that only appears for duel participants.

/leave makes the player leave the queue as well if they are queuing.
Fixed spectators being able to pick up arrows.
Added a new queue.notification_interval config option where the queue notification interval can be set.
Added trims to the kit editor menu (please reset the menu config for this to work).
Fixed a bug related to async arena regeneration.
