Added new arguments to the command:
/mr create – Opens the Reward Creator
/mr globalsettings – Opens the Global Settings GUI

Fixed a SQLite database connection issue that was causing errors in the console.

1. Added a feature that blocks receiving rewards from blocks placed by players. This feature is enabled by default. To allow rewards from such blocks, you can disable it (set to false) in the Global Settings GUI.

1. Added the ability to globally disable rewards, along with a permission that bypasses the reward disabling.
2. Updated the API to version 1.21.8.

1. Added the ability to enable or disable sending a message to the player about the obtained reward.
2. Fixed a bug with displaying the dropped item in the reward message shown in the console.
