Optimized the limit function of creating cion
The limit value supports placeholders!
/npcion create <cionname> 1234.56

Added placeholder: noieservercion_cion_<cionname>_[Format]
ex:

• Automatically clear plugin cache every once in a while to avoid RAM overflow (debug)
• Fixed the issue that one player can only have one cion in the global cion of npcion
