TPS and RAM monitors no longer stay disabled after /sr cancel (previously required a reload to resume monitoring)
Fixed scheduled restarts re-firing in the same minute when cancelled at HH:mm
"Maintenance-blocked" notices no longer spam regular players - only staff and console see them now

Added 10s timeouts to Discord webhook requests so unreachable webhooks can't tie up async threads
Added cooldown after TPS/RAM-triggered restarts to prevent re-trigger loops after a cancel
Discord requests now send a proper User-Agent
