Recently, leading up to my last reset the server had hit about 20 ish players. After the reset last week it is back up to 125. Every month on average before the wipe was around 700 for about the last 3 months. Before was a few thousand. So it has fallen, but ever since the last wipe has been increasing again.

I own a domain with a solid 40 player base. It's HCF so idk if you'll want it.

A domain can't have a "solid" player base.

Umm I don't know about the Players But I can assure you that My Setups / Builds are Really HQ and Wont disappoint you.

Do you realize that in most cases once players realize the server was sold, they usually leave and stop playing. Don't waste your money on a palyerbase because you are lazy, just make a server yourself or buy a setup and do advertising you will have a better chance at getting a playerbase to stay.
