So pretty much, when you give someone negative reputation, there is a 99% chance they will rep you back with false information. I have learned that Mc-Market does not remove the false reputation. I think there should be a new system with negative reputation. Leave suggestions below.

Through the implementation of our reputation dispute process a few months back I believe this problem should have been significantly reduced. If you give someone a negative reputation it means you've had a negative experience with them and it's almost guaranteed that they've also had a negative experience with you too, making that a valid reputation.
