I have to say to you 1 thing top comments usually get there because the youtuber likes the comment too thats the hole point of it if the youtuber likes it it will be in the top comments its not the timing that matters it that the youtuber reads and likes your comment and better if it likes it before other comments. A lot of the times, the comments that are liked are either like botted (which is the unfair way), or you comment very early once the video comes out. Another way is by doing some small comment games/activities that make people attracted to you and your comment. Then, most of the time, they would like the post. (I've gotten a ton of likes on comments before), so try to interact and be fun with the youtubers' community within the chat itself. It won't come after the first try, but you have to keep constantly commenting to put yourself out there and make yourself famous.

How to get top comment: Pick a video that literally just got uploaded, comment something interesting, and (perhaps) have a bunch of bots or alts like it. Heck, if all you need is 15 likes you could almost do it manually...

Seriously though, your best chance at getting top comment is to post something funny on a video early in its upload time, preferably before it passed 300 views.

What I researched, it is from your Google+ Quality Factor, your Youtube Channel Age, Recency, and your Good Standing.

Google+ Quality Factor - To determine which comments should go top on YouTube comments is the quality factor of the commenter's Google+ account, which is determined by how often or how many times the user posts/ has posted on his/her Google+ profile/page.

Youtube Channel Age - Older YouTube channels have a better chance of being ranked as top comments compared to newly created channels.

Recency - On YouTube videos that are very popular and hence commented on frequently, the Top Comments are inevitably going to be replaced by newer and fresher Top Comments.

Good Standing - Comments from YouTube accounts that are not in a good standing for copyright infringement, community guidelines
strikes, and accounts whose comments are frequently flagged as spam automatically become ineligible for Top Comments for a period of up to 6 months.

i have tried for the past month to self advertise my channel but its not working.....
if you think you can just simply try to figure out how this method will work it wont happen. Not sure if there is a bot or something that gets top comment. I know one of you geniuses out there can help and im willing to giveaway $25 to that person.
