So, I have noticed that a lot of people are creating skype accounts and impersonate to reputable users on mcm.

So to prevent scams, I thought about a new rule that can be added to mcm.
The rule says: "McM / McM's community will not be responsible for any scam made without a proof that the person you made the deal with is realy him and not an other person with a fake skype account"

you may fix my lame english, but you got my point.

I think that this is another way to prevent scams and to prevent false bans

Then I can impersonate myself and scam and getaway with it?

If someone gets scammed by an imposter, they cant file scam report on the person who got impostered, since they didnt scam, the imposter did.

PM is annoying, you need to refresh everytime you send a message, and most of the people doesnt have the time for that
I don't know about you but I get an email every time someone replies to a conversation with me and a little red notification next to the inbox button to let you know you have a message.

If you lack the ability and patience to refresh a page to avoid being scammed, maybe you don't care so much about getting scammed in the first place.

This can all be easily avoided if, when you contact someone on Skype or they contact you, you tell them to send ONE PM to you on MCM to verify you are talking to the legit person. This simply voids the rule that you are suggesting to be added, are it takes is for you to either PM the user or tell them to PM you to verify their identity. It's no effort at all and shows how simple it is to avoid being scammed by impersonators.

but i am not talking about my self.
I am talking about that if someone ELSE get scammed by impersonator, he would report the mcm user, which didnt scam, and then the mcm user will get banned

How are people supposed to know they were dealing with an impersonator if they didn't to the proper checks? It could be seen as a fault of the user but it's not hard for M6 to see that a scam was made by an impersonator and just simply close it. As long as the user confirms that it was not them conducting the deal it's not a problem at all.

EDIT: MCM or the community don't take responsibility for impersonator scams anyways, this whole rule is pointless as the person who is at fault at the end of a impersonator scam report is the user who initiated the deal themselves.
