A very strange glitch/bug, any devs smart enough to fix?

For one, I cannot stop this rain no matter what plugin I use, and two, it is only partially in a few chunks whilst the rest arent raining. The entire world away from the world guard regions ive set at spawn is raining as well. Any fix for this? My assumption is that some plugin like CMI is messing with something strangly or just simple world corruption not sure.

It seems to be raining mainly in river biomes as well, its very strange

I was guessing CMI at first since everytime I use its command to clear the weather like "/sun" it only replies with how much time left until the rain is over which is usually 1 hour, but its unending.
