Able to claim banned peoples account names

I was thinking that this could be a donor perk, if someone is perm banned I think we should be able to use there name. I know this may be dumb, but also a good perk, I mean come on I want the name Savage_Sniper but well... he banned, and I am not.

When you go to change name it should say "this user is banned, but you may still have the name" and just delete the permanently banned account and give u the name... XD

This is going to be horrible. If I change my name to Corey_B or ClusterWorks, and change my profile picture to exactly that, I'm about to face a lot of hate. Then you say that there can be a username change history. Yeah, trust it to this lot to click into a user profile and find out if I'm really Chump or not.
