I was thinking that this could be a donor perk, if someone is perm banned I think we should be able to use there name. I know this may be dumb, but also a good perk, I mean come on I want the name Savage_Sniper but well... he banned, and I am not.

If the user meets the requirements, I put it into consideration. It all depends on the user, date and reason for his ban.

I'm not entirely sure why you would want to walk around with a name that has a bad reputation.
