Add a NUETRAL dislike rating...

I know how the administration team here dislikes the negative rating system, so they disabled it. However, on some posts and threads, a simple thumbs down/dislike rating would be very helpful! Of course, change it to uncounted/nuetral rather than negative (default). It could also be a disagree rating instead if "dislike" is too negative in nature.

Ok, so disagree and "meh" should both be added with no actual detraction from rating. Just a simple way to express your opinion without having to reply. All in favor say "I".
