They're good depending on what you're using it for. For Minecraft, not really recommended by me, but for website hosting - 100%.

Sorry buddy, but I highly recommend staying away from that dedi for your minecraft server purpose; If your budget is 30$ then get a VPS, if you can increase your budget to 45$ then go get a Xeon E3 or Xeon E5 dedi from SoYouStart
will it be able to run a network?

It's fine if your planning to host multiple small playerbase servers on there (E.g minigames servers) as the CPU has 4c 8thread but it isn't recommended using a server with that frequency (2.6Ghz) to run a server that's attempting to hold 40+ players as it's using HDD's (will take longer to load & generate map and respond to plugins.)

I won't recommend using it to host a game mode like factions or skyblock due to the lack of Ghz of the CPU. If I was you, I'll up your budget to at least $50 and buy the E3-SSD-1-32 from SoYouStart for $57.

If you're really on a tight budget, you might be able to do what you're intending by using a off-shore service. The downside is, it is off-shore and Hetzner has had some drive failures but, it can really happen with any host. I really do not recommend it unless it's your last resort/only option for a budget.

As I said, it's a downside that it's off-shore. Not necessarily, my friend used Hetzner for 3 years and never had a problem. His North American players would get around 50 (being the lowest) to 120 (being the highest) ping. They didn't really lag, but high ping isn't the best in a PVP battle.

If your target player base is American I wouldn't recommend you use them as currently, they have some issues with routing to some countries (Ping is not normal for where the servers are located) and not as good DDoS protection compared to Zare or OVH.
