This change has been suggested in the past (and I believe it is currently pending). We will be implementing an automated way to remove all reputation left by banned members soon in the future. If you are banned, you are no longer a member of our community and you should have no say on the standing of others unless that person is a risk to others in the community.

Since this is already planned, denied, thanks for the suggestion.
