Okay, basically my IRL friend was being really stupid, and bought a Credit Card off the Silk Road, for about .003 BTC, and the credit card had about 15,000$ USD on it, is he going to get in trouble if he spends it or no.

If he knows he can spend the $$ without anything happening, but if he doesnt...

That's definitly carding, and the reason a person would sell the card instead of spending the money himself would be to dodge the legal trouble THAT WILL HAPPEN.
This is robbery, and for such amounts he will get the local (or even foreign) police after him if he decides to spend it. Tell him to throw it away/ignore it and hope for the best
